Symptom
Virtual machines running Windows fail to create snapshots using Application Consistent or Volume Shadow Copy Service (VSS). Windows returns error 8194 during the snapshot process.

Solution
Step 1. Connect to the VM reporting the issue
Step 2. Run the command “dcomcnfg” to open Component Services

Step 3. Expand Component Services, select Computers, then right-click My Computer and select Properties

Step 4. Select the COM Security tab, then click Edit Default from Access Permissions section

Step 5. Click Add, type NETWORK SERVICE, then click OK

Step 6. Allow Local Access for the NETWORK SERVICE user

Step 7. Allow Local Access for the SYSTEM user

Step 8. Press OK to close the Access Permission panel

Step 9. Press OK to close the My Computer Properties panel

Step 10. Reboot the VM
Step 11. Start Application Consistent protection
